It is on every public domain list on the internet. The copyright record says otherwise, and here is the number.
Not public domain in the United States
What is usually said
A byword for cheap monster pictures, endlessly rebroadcast, and listed as public domain on the strength of the puppet. The story is that nobody would have bothered renewing it.
The finding, and the working behind it
Not public domain: renewed as RE0000227767 on 15 January 1985 by Columbia, in copyright to the end of 2052.
Columbia renewed its own film, on time, in the twenty-eighth year. The renewal claimant is Columbia Pictures Industries and the original is Columbia Pictures Corporation, so this is one company keeping its own registration alive rather than a third party picking up an abandoned one.
There is no catalog trick here and no spelled-out number. The entry reads "The Giant claw" and a search on the single word "claw" returns eleven records in the renewal class, all of which were read. The renewal is simply there, and the lists that call this film free have not looked.
The reputation is doing the work. A film with a famously terrible monster gets treated as though nobody could possibly still own it, and that is not how the register works.

A renewal registration on the public record is evidence that a copyright was claimed, not a judgment that the claim is good. Who holds it, and whether the chain of title behind it stands up, are separate questions we are not in a position to answer. What we can say is that the record is not empty, and every list describing this film as free is asserting that it is.
