It is on every public domain list on the internet. The copyright record says otherwise, and here is the number.
Not public domain in the United States
What is usually said
An Edgar G. Ulmer science fiction picture shot fast in Texas, circulating freely and listed as public domain in the usual places.
The finding, and the working behind it
Not public domain: renewed as RE0000363097 on 28 December 1987, in copyright to the end of 2055.
Filed with days to spare at the end of December 1987, inside the window for a 1960 film. A search on the single word "barrier" returns fifteen records in the renewal class, all read.
One of those fifteen is a decoy worth naming: RE0000185232, "Through the time barrier", renewed by DC Comics in 1983. A title match on "time barrier" alone would have returned a renewal belonging to a completely different work, which is the mirror of the usual failure — not a missed renewal, but somebody else’s.
Ulmer is well represented in this register on both sides. The Amazing Transparent Man, shot back to back with this one in the same Texas stretch, has no renewal we can find. This one does. Same director, same year, different answer, which is why these are checked one film at a time.

A renewal registration on the public record is evidence that a copyright was claimed, not a judgment that the claim is good. Who holds it, and whether the chain of title behind it stands up, are separate questions we are not in a position to answer. What we can say is that the record is not empty, and every list describing this film as free is asserting that it is.
